There is no set age at which every child is ready to learn specific manners.   I have given you a generalized list of ages and the manners the average child could learn them.  I hesitate to use the word average though, as it is my experience that no child is average when you most want them to be.  They either exceed our expectations or don't quite want to move at the pace we set for them.  If your child bucks over something at one age, shelf it for a while and try again later.  If you force manners on a child they will grow resentful and resist the lessons.  Remember these are merely guidelines.
